During summer, many events are held. Festivals of Shinto Shrines, fireworks displays, Buddhist Bon festival, etc.
Here below are some that I've found so far.
▼Isaribi Festival Provided by Isaribi Festival Commission Date: Sat & Sun, August 18 & 19, 2007 Place: Yunokawa Hot Spring area
Contents: Sat. August 18, 2007 Paper lanterns are offered on the water starts at 18:45 at Matsukura River Fireworks are set off from 19:40~20:40
Sun. August 19, 2007 Pottery & Food Market is held at Yunohama Park from 10:00 to 13:00. All 100yen pottery is on sale. From 11:00, outdoor tea ceremony is held.
At Hotel Irikawa, a ceremony to offer hot spring water to Yukuwra Shrine is held. later, a parade with offering water leaves Hotel Irikawa at 16:00 and goes to Yukura Shrine. A costume padrade follows. At 17:00 a live performance is held at the precincts of the shrine.

▼Toyokawa Inari Shinto Shrine's Festival Date: Sat, July 21, 2007 Place: Toyokawa Inari Shrine & Western Area Detail: A portable shrine is being carried around Western area. They leave the Shrine at 14:00. Around 17:00, darts game is provided for local parishioners and visitors. Some stalls are set up.
On Sun, July 22, 2007, from 6:00 a Karaoke-singing competition is held.
▼Fireworks Display at Onuma, Nanae-town Date : Sat & Sun, 28 and 29 of July, 2007 Place: Onuma Quasi-national Park Time: 20:00~21:00 2,000 fireworks are set up in a couple of days. Paper lanters are offered for the victims who died in the lake. ※In case of bad weather, it is cancelled.
▼Fireworks Display in Hokuto-city Date : Sunday, July 29, 2007 Place : Kamiiso Port Time: 20:30~21:00 Within half an hour, 800 fireworks are set up. ※In case of bad weather, is is postponed to July 30, 2007
▼Fireworks Display at Hakodate Port Provided by Hokkaido Shinbun Date: Wed, August 1, 2007 Place: Hakodate port Time: 19:45~ 10,000 fireworks are set up. ※In case of bad weather, it is postponed to August 5, 2007.
▼Hello Potato Carnival Date: Sunday, August 5, 2007 Place: Schoolyard of Kameda Junior High School In the morning, you can taste boiled potatoes for free and in the afternoon, the organizer presents the visitors 1.5 ton potatoes. At 20:00, about 400 fireworks are set up.
▼Day of the Night View（夜景の日） Date: August 13th The Day of the Night view was designated in 1991 by a university student opinion. From a pun, Yakei（夜景）’s Ya is translated "eight" and kei(K) is 13 that comes from king of cards. Past years, I saw fireworks displays set up around 20:13.
